Command block type not changing

The command block type will not change off impulse. I couldn't find a way to recreate this bug it happen random and for no reason. Sometimes it happen on the first command block I place down , sometimes it takes hours, and sometimes it doesn't happen. It gets in the way of making command creating or just using command blocks in general. I could find a way to go around the bug.

 

The picture attached is of one of the glitched command blocks. It has been changed, destroyed, and replaced. It also is the same for other command blocks in the world.
