Cannot fill empty bottles from water sources with bubble columns

When attempting to fill empty bottle from a water source block over a magma block, the "use" animation for the bottle is displayed but no water bottle is generated. I can fill an empty bucket from the same source block without issue. I have attempted to do the same from water sources over soulsand and had the same result.  It appears that if a bubble column is present in the water source block, water bottles cannot be filled from it.

Steps to Reproduce:

1. Place a soul sand block or magma block
2. Place a water source block on top of it
3. Use an empty bottle on the water

Observed Results:
The empty bottle is not filled with water.

Expected Results:
The empty bottle should be filled with water.
