VR - Head look steering not working

This report is specific to VR on PC using Oculus Rift S

After updating to 1.16.200 head look movement only sometimes works and the setting appears to be completely ignored.

Ever since 1.0 head look direction control was possible when setting this (rather than follow the facing direction of the user) but this appears to be mostly broken in the 1.16.200 release.

This makes 1.16.200 completely unplayable and also affects player comfort in VR as it's completely unfamiliar and unexpected behaviour.
