Player can use soul speed in water

If a player has soul speed boots then runs directly into the water after falling off a soul sand block they will keep the effects in the water as long as their head does not enter the water.

to replicate: hold cntrl+w, run off a soul sand block placed in the water, then hold jump on contact with the water
