Could you please post a screenshot of this last growing stage?
The last stage is when it is golden dark-green and brown. If that is the last stage, destroy the wheat and you will receive 1 wheat and 0-3 seeds.

Of course it stops growing at the last stage, there's no stage after that. I'd say this works as intended.
Seriously, though, I've had no problems growing wheat to maturity, as long as it has a water source.
This should be working as it's intended. You need to destroy the wheat in the final stage to get it
