Not able to collect fish in bucket

I have tried to pick up a fish with a bucket. I have tried an empty bucket and a water-filled bucket. I have tried tapping and holding and nothing happens with the fish. I have tried this in a one-block filled hole in creative and could not get a fish in a bucket. This is definitely a glitch, as I have tried every way of trying to get a fish in a bucket and failed.
