Mods cant stack on bedrock

I really want to stack mods on my mincraft worlds. However the mods cancel out eachother if they are not at the top of the list, please make it so that all of the mods can like work together. I am not sure if this is a mincraft issue or a MCPEDL issue, but if you can please attempt to fix it.
