False taking of fall damage

There is a low chance of taking fall damage when you walk to the edge of a block wherein a right height to take fall damage, you may also take burn effect if the floor is lava or fire, I've witnessed this bug way before 1.14 but it's still occuring. Please include this in a hotfix.
