The Achievement Details Screen Spinning Circle does not appear correctly

The Achievement Details Screen Loading Circle does not appear correctly. It appears on the center of the screen where the Achievement Itself would be (if there was no Character Creator item first), then the Character Creator Reward appears with the loading circle, however it doesn't fade in correctly.

Update: The Achievement Summary Panels fading animation no longer works prior to 1.17.0.
