Piston not working at Y=1

Steps to Reproduce:
1. Place a piston at Y=1 facing down.(no blocks at Y=0).
2.Use a lever or a button or a RedstoneBlock to activate the piston.
Observed Results:
The piston doesn't move.
Expected Results:

The piston should move.
