Observer Tick speed wrong?

Look at thetitle... It has a questionmark because im no redatone wizard and also not a all knower but i feel something wrong with the redstone.. When You make a Observer repeating like 2 obsevers not facing each other together that forms a repeating tick... Well when I do that... the redstone is delayed and also when put lamp... The lamp will keep on forever unless i change it... This dont happen before 1.16.100 where the lamp would blink on and off... I would put a picture later but right now this is what I experince..
