ticking area bug

Minecart that run from ticking area usually isn't shown when it comes near player.
First, make super flat world and do /tickingarea 0 0 0 15 15 1599
Second, make powered golden_rail from 0 4 0 to 0 4 1599
thired, put minecraft at 0 4 0 and move it to Z axis positive direction.player shouldn't move.
finaly, a few minute later, if player go to 0 4 1599, minecart is not visible.
if player use /ride @s start_riding @e[type=minecraft,c=1] , the minecart turned visible
