Weird sky with RTX3070

As the screenshot shows, the sky renders weird no matter what I do on video settings

Other things that involves ray tracing works fine but the sky. 

 

This thing only happens when the sun is up.

As the night comes it slowly disappears then again slowly appears while the sun rising
