Turtles can not breed

Turtles can not breed without one of them becoming completely immobile. Reloading the game does not help. It is only the turtles with eggs that become immobile. Once immobile, they can be pushed and hit but do not lay eggs. If they are hit, they do move for about 30 seconds before becoming immobile again.
