Painting can only be remove by destroying the block behind it

When replacing the painting the normal way would be just be pressing on the paining. However what I'm experiencing is that the painting will. Not come off whwn placed on any other bloceks used. The only way of removing the painting is by destroying the block behind it. Please help.
