Skin Pack Skins not showing up in the Minecraft Character Creator menu

I have had an issue for a couple updates now where none of my owned skins (not even the base free ones) show up in the classic skins tab of the Character Creator. I can still access the skins through visiting the packs in the marketplace, so I know the purchase still exists, but for some reason they don't show up. Thus, I am unable to switch my skin after applying the Founder's Cape using the Marketplace (to work around MCPE-103568), for instance.
