Can't join servers or multiplayer worlds even though "use cellular data" setting is on. It says I need wifi, but I don't wifi

I can't join servers and multiplayer worlds when I'm using cellular data even if "use cellular data" option is turned on. It says I need to be connected to wifi in order to play. I don't have wifi.
