Microsoft account locked out

I am unable to access my skins, marketplace content or online multilayer/ server or realms.  If I uninstall then reinstall the app, I am able to access all content and my Microsoft account works fine. Its when I then load the app a second time I get locked out of all online content and cannot access my skins
