Animals and mobs bugging out

Ok, so basically, sometimes in MC the mobs or animals that wander the worlds will stop mid wander and freeze for the player, while in the code they seem to keep moving. Example, skeletons were frozen in place but were still shooting arrows at the player, the player found where the arrows were coming from and upon hitting invisible mob the body that we see frozen in place would take damage.
