Fill Command Error "Cannot place blocks outside of the world" When In Correct Coordinates

I am receiving an error when using the /fill command. I fill it in not even 200 blocks and it is above the void (Not in the void) and It's Only coordinate positive 6. I have experienced this bug multiple times on numerous occasions and it is still occurring in the new update. I am on a flat world. It isn't a syntax error but instead I think a bug because it has happened a lot in multiple worlds.
