Splash water bottle does not extinguish fire.

When I threw a ton of splash water bottles on fire, it doesn't extinguish it!

What I expected to happen was:
The fire would be extinguished by it.

What it happened:
It does nothing to fire!

Steps to Reproduce:
1. Set a fire.
2. Throw splash water bottles at it.
3. It does nothing to it!

Also I have checked in the wiki too!
