phantom spawning too much

Idk is this is a glitch or an update, but phantoms started to spawn too much. I was in my world, trying to get an achievement in the nether. Then I went to the over world and I wanted a music disk farm. I was building it and I saw about 20 phantoms. There was lightning, it was raining, and I was hit 5 times from 5 phantoms an attack. so I decided to fight, they dropped nothing.(I did see the dropping nothing problem)
