Snow Melting in Wrong Biome (Cold Ocean) without torches or other light/heat sources

My snow golems are generating snow in a deep cold ocean and cold ocean, but the snow is melting even though cold oceans aren't dry or hot, and i am not using torches or other light/heat blocks
