Custom tools minecraft:durability isnt working as intended

Custom tools and item such as armor,shovel,pickaxe,sword and etc cannot be damage when breaking block and hitting entity.

minecraft:durabilty json isnt working as intended
minecraft:repairable cannot be tested because item cannot be damage
