Parrots may lose original owner and be untameable but get on anyone's shoulder

Unsure exactly what caused this, this happened on a PS4 world so I can't give the world download. Parrot has no owner and randomly flies around getting on anyone's shoulder and cannot be tamed using seeds. This is a snow biome so it is not a result of it spawning like this.
