Where's my second cape?

My market kept stalling so I deleted my save & re-logged in.  I found my one of my capes is no longer in my charector creator, upon re-synching My Microsoft Account. However my character  still wearing it despite it nor being in my inventory. How do I get it back in the creator? Image has been attached.
