Furnace arrow update bug since the 1.16 beta

most of the time when an object is smelted in the furnace, and the fuel runs out, the arrow updates continuously. whether it is at the smallest updated frame, or the largest updated frame. it seems nobody has reported this annoying bug, so I will.
