Weapons and tools from the creative inventory must be dropped twice to drop from the hotbar

Steps to reproduce

1. Use the creative mode inventory to put a weapon or tool in the player inventory.
2. If the tool from step (1) is not in the hotbar, move it to the hotbar.
3. Close the player inventory.
4. Highlight the tool in the hotbar and press the "drop" button.

Expected results

You drop the item the first time you press the button.

Actual results

The first time you press the button, the drop sound plays and the item in the hotbar flashes, but it does not drop. Pressing the button a second time cause the item to drop normally. The issue does not recur if the item is picked up again.
