Nylium top texture is randomly rotated

Summary:
The top texture of nylium is randomly rotated in Bedrock. In Java, it is not, which is intentional (MC-184159).

Steps to Reproduce:

1. Place multiple nylium blocks
2. Look at the top texture

Observed Results:
The top texture is randomly rotated.

Expected Results:
The top texture should not be randomly rotated.
