Pufferfish gives Poison IV instead of II

The bug

Repost of ~~MC-197276~~ for bedrock, which has been fixed in java edition snapshot 20w46a
When you eat a Pufferfish, you will get poison 4 instead of 2, despite dealing exactly the same amount of damage as poison 2. Relates to ~~MC-197276~~ and ~~MCPE-98458~~
