Cannot Link a Microsoft Account

I tried to link my PS4 to a Microsoft account but the same error message pops up saying my account is already linked to another account in PlayStation Network. I tried making new Microsoft accounts and linking those and the same error message continues to pop up. I bought the download so there is nothing I can do to try to get a new game.
