Sugar Cane missing blocks

Sugar is growing to 3 block height but middle blocks are sometimes not there. You cannot interact with the invisible block, there seems to be just air. When top block is broken it gives item, no item given for invisible block. Approximately 1 in 5 canes are doing this in different chunks as well.
