Twisting vines/weeping vines can be placed on top of/underneath chains, leaves, and chorus plants

Summary:
Twisting vines/weeping vines can be placed on top of/underneath chains, leaves, and chorus plants (twisting vines only).

As of 1.19.10.20, this has been fixed for weeping vines.

Steps to Reproduce:

1. Place chains, leaves, and chorus plants
2. Place twisting vines/weeping vines on top of/underneath them

Observed Results:
Twisting vines/weeping vines can be placed on top of/underneath chains, leaves, and chorus plants.

Expected Results:
Twisting vines/weeping vines should not be able to be placed on top of/underneath chains, leaves, and chorus plants.
