Carrot farmers not harvesting

I have not tested with any other crop but carrots, but carrot farmers do not effectively harvest carrots as they are supposed to. I noticed this when I was trying to create a automatic carrot farm when the villagers would leave all the fully grown crops untouched and never re-planted them. Thanks.
