Snow layers don't form when gamerule doweathercycle is set to false

How to reproduce :

Go to a snowy biome

Make a big platform

Set gamerule doweathercycle to false

Set the weather to rain

 

Expected result :

Snow layers start forming

Actual result : 

No snow layers form
