Goats can't jump properly

The goat's current pathfinding doesn't allow it to jump up blocks to reach something (such as a player holding wheat).

 

How to recreate:

1. Spawn goats
2. Hold wheat to get the goats to follow you
3. Lead the goats over a one block high incline. They will become stuck.
