Zombies and Skeletons to flash black, white and orange when it rains during daytime

Zombies and Skeletons flash black, white and orange when being extinguished by the rain during the daytime. See photos attached.

Steps to duplicate
-Be on Creative or Survival.
-Wait for it to rain. During the day ONLY.
-Spawn a Zombie or Skeleton Archer.
The Zombie or Skeleton will flash orange and black.
