Can't put sugar cane on Dirt black

Suddenly I couldn't put sugar cane on the Dirt block.
When I hover over the Dirt block, the L2 button does not appear.
Even if I restart the game or PS4 or reinstall the game, it doesn't work.
How can I fix it?
