Mob farm not dark enough

Since 1.14 I have been unable to get the same darkness in any artificial structure I build to collect mobs. Does not matter what y coordinate or whether fully enclosed or not. No torches on the outside either. The lighting is mid tone always instead on dark like underground. Very low mob yields even at night. I am well within the spawning range.
