Climbing up ladders and vines while sneaking are slower after X/Z ±131,072

When you climb a vine/ladder beyond X/Z ±131072, you'll climb slightly slower.

Step to Reproduce:
1. Build a tall structure with ladders/vines in X/Z ±0, X/Z ±131072, and X/Z ±262144
2. Climb them while sneaking and compare the speed.
--> Climbing while sneaking are slower.
