Nether plants and fungus/fungi can be placed on grass

Summary: Crimson and Warped Roots along with Fungi can be placed on Grass Block and Podzol. This change would make sense with the change with Fungi able to be placed on Mycelium.

Step(s) to reproduce:

1. Find a Grass Block or Podzol
2. Place either Crimson Roots, Warped Roots, Crimson Fungi, or Warped Fungi

Expected Result: Fungi shouldn't be able to be placed on Grass like mushrooms do. Roots shouldn't be placed on Grass at all✔

Actual Result: Fungi and Roots can be placed on Grass which makes Fungi not mushrooms and makes Roots act like overworld flowers❌
