Update broke format version field in addon

When I updated the game and opened a world with an add-on that was working fine earlier today it threw the same log error twice for all my items but the error makes no sense.

"20:58:32[Item][error]-Item 'su:chain_link' with format_version 1.16.100 or greater cannot be loaded from resource packs."

Steps to reproduce:

1. Update the game.
2. load an addon with a format version of 1.16.100.

Results:

every item in the addon throws this error twice.

Expected results:

Addon loads fine as it had before and nothing in the changelog indicated it wouldn't.
