Basalt can be instantly mined without Haste 2

Basalt and Polished basalt can be instantly mined with an Efficiency 5 diamond or netherite pickaxe in Bedrock Edition. But it can't be in Java Edition.

Steps to Reproduce:

1. Enchant a diamond or netherite pickaxe with Efficiency 5
2. Place some basalt
3. Mine the basalt with the pickaxe

Observed Results:
The basalt is instantly mined.

Expected Results:
The basalt should not be instantly mined.
