Fish bucket hack/exploit

Some players on my world have been obtaining these "hacked" fish buckets by using using a hacked client where they can edit the nbt data of fish buckets, and possibly beehives to spawn in command block minecarts, or even some other entity that executes operator commands, like changing world settings with the /gamerule command, and killing everyone in the game with the /kill command, they can use pretty much any command in the game even when cheats are disabled. This has also been affecting server that I run, I am using the dedicated bedrock server. I would think that someone would have reported this exploit by now. This has just been affecting many servers and communities, I would just feel better if I knew you know about it.
