soul sand cant lift up after i add water

i was wanted to making a lift to go up using soul sand, but after i add water on top of soul sand it doesnt affect like there is bubbles on water.. you know..?

last time i play at 1.14.60 it still working, idk what just happened, i hope you can fix this issue, thank you..
