2.16 (1.16.61) update for PS4 stops game from loading at all whether signed in to a Microsoft account or not

The new hot fix for PS4 stops the game from loading. It gets to the Home Screen and then stops and freezes. It won't load whether or not you are trying to sign in to a Microsoft account or not.
