PS4 Pro VR doesnt work

Downloaded the latest update and tried to play it in VR but it either crashes or keeps coming up with an error message ce-34878-0. I have tried following all of the advice from Sony's website.

I've tried restarting it multiple times, I've tried 'initialising'/formatting the HDD. I've tried deleting all my saved data. I've tried rebuilding the database. Everything I could possibly think of. I've tried re-downloading it multiple times.

It works perfectly fine on normal mode. Even if I turn the VR headset mode on in the main menu then select VR Mode it instantly crashes or displays that same error code.
