Villages do not generate adult villagers and baby villagers are headless.

I tested out the latest beta update and explored random seed maps for my new world and I found a savannah village with no adult villagers and only 3 baby villagers which are headless (cursed!). I took all of my texture and behaviour packs thinking those are what caused it, but lo and behold, they're still headless. So I tried spawning them using spawn eggs in creative and adult villagers only spawn 10% of the time and the rest are all horrifying headless baby villagers.
