/playsound range ignores sound_definitions

Summary: /playsound with coordinates can only play sounds from 15 blocks away or closer, regardless of settings in sound_definitions.
Impact: This is extremely limiting. In order to reliably play sounds, we basically have to play them directly on top of the player, causing volume and spatial direction to be nearly always constant.
Repro Steps:
- Run the command /playsound raid.horn @a ~ ~ ~16
Expected Results: Sound plays, since raid horns can be heard from ridiculously far away ("max_distance": 128.0) in sound_definitions
Observed Results: Error: "Player is too far away to hear the sound"
