Silk Touch shovels now work on snow layers which breaks backward compatibility with Infinity Plumber

Impact: This breaks Infinity Plumber which is live on the store and part of the realms+ catalogue. You need to be able to dig snow balls in order to trade with villagers, it's directly tied to progression which in it's current state it will not allow some players to proceed. In addition, the entire premise of the map is played with the idea that you make the world once and play it for hours and hours, so it will impact many players who have already started their worlds.

Summary: Silk Touch shovels now work on snow layers which breaks backward compatibility with Infinity Plumber

Repro:

1. Download Infinity Plumber from the store.
2. Create a new world with the Infinity Plumber template.
3. Grab the shovel from the tool chest
4. Dig the nearby sludge (brown snow)

Observed result: Player obtains sludge layers
Expected result: Player should obtain sludge balls. Sludge balls are used to trade with villagers for upgrades in the context of the map, if the player is unable to get the sludge balls this impacts the upgrade sequence for the map.

Note: This seems to be a parity fix in order to be the same as java, in this case it breaks content so would be great if this could be versioned to base game version 1.14 or earlier.
